there were also many other times when you 4 were also shifting my arsenals and its hard to provide proof while 60 people crammed in one room and continued to be trolls

There is no reason to pick up his cade, even if you felt those boards could be put to better use else where. He is not effecting gameplay or the cade so just leave him alone.

Continued incidences like this will make us re-evaluate either your continued stay here or players ability to pick up objects. Whichever is easier.
