Requesting the permazlist be lifted.

I can make some promises that can be referenced in the future:

1. I will not attempt to take over existing cades when the cader dies. I will supplement not take.
2. I will give others a chance to cade, and will defer to others before claiming a spot/crate.
3. I will not skycade unless there is lots of support on H team.
