Randomly ramming the mayors vehicle, and harassing him after being warned. He also had no desire to take the mayor hostage and did not after many opportunities. I spoke with him in game and he feels the ban was justified and wont let it happen again. Blacklist holds unless anything is found to be unjustifiable, but the time could be lowered to one hour.
