The individual was on T, and decided to promote !fire on the CT warden after another player did it, so all the Ts were told to not promote fire multiple times. mPx.Vnixx decided to continue to promote fire.

A gag/kick would be more effective. after searching his chatlogs he says "oh ok" a few seconds later. I'm assuming he was being notified of the rule.
