Regular ban or blacklist from driving

CDM'ed barlow2, yes he had a warren however there were no police chasing after him or in the area, he turns around in the intersection and runs clear over Barlow2 while he is crossing in a crosswalk, doesn't stop or do anything to avoid or attempt stopping, just drives away.
