He is promoting fire pretty much every round. Admins could not see it because he was using team chat. THe admin did indeed say to not promote fire in general so yeah here are the screeshots.
As you can see he says fire that fag after already casting his vote and later on he is telling everyone the status of how many fires by saying 3/5, 4/5.
