I don't think paid admins are really obligated to take action against anyone. But if you want to take action against them, ask them to change their name, if they don't then warn them that if they don't change it you'll kick them. If they still don't change it then kick them. If they come back and still have the name and they still refuse to change it, ban them for 2 hours and provide proof for HG Bans and let an advisor deal with it. But if you're talking about someone who just by coincidence has the same name as someone in HG and isn't wearing any tags, then I don't think you can really do anything about that.
